〜と言っている
〜と言っている means is saying; says that. It is a JLPT N4 grammar point. Attach this after quoted content to show that someone is saying that, or keeps saying that. Even for something said once, 「〜と言っています」 is often used when reporting it as current information.
Japanese sources describe it as 「〜と言っている状態」.

Tanaka says he will come tomorrow.
先生は静かにしてくださいと言っています。
The teacher is saying to be quiet.
