〜なくてはならない
〜なくてはならない means must; cannot do without. It is a JLPT N4 grammar point. Change the nai-form ending ない to なくては and add ならない. It emphasizes necessity and sounds somewhat formal, so it often appears in writing or explanations.
Japanese sources describe it as 「しないとだめ・必要」.
